In accordance with the Administrative Measures for the Recognition and Operational Monitoring of State Key Leading Enterprises in Agricultural Industrialization (Agricultural Economic Development [2018] No. 1) and the Notice of the General Office of the Ministry of Agriculture and Rural Affairs on the Monitoring of State Key Leading Enterprises in Agricultural Industrialization (Agricultural Production [2022] No. 5), the Ministry of Agriculture and Rural Affairs together with the members of the National Joint Conference on Agricultural Industrialization conducted monitoring of the national key leading enterprises that had been recognized in 2019, and those that were qualified for monitoring and replacement in 2020. The monitoring of qualified and replacement national key leading enterprises was carried out. After preliminary monitoring and selection and recommendation led by the agricultural and rural departments of each province (autonomous region and municipality directly under the central government) and Xinjiang Production and Construction Corps, expert evaluation organized by the Ministry of Agriculture and Rural Affairs, deliberation by the National Joint Conference on Agricultural Industrialization, and the public announcement of the list of replacement enterprises on the website, the decision was made that 1,429 State Key Leading Enterprises of Agricultural Industrialization such as Beijing Dabei-Nong Science and Technology Group Co Ltd. are qualified for monitoring (see Appendix 1 for the list), and will continue to be Ltd. and other 1429 national key leading enterprises in agricultural industrialization passed the monitoring (see Attachment 1 for the list) and continued to retain the qualification of national key leading enterprises in agricultural industrialization; 112 enterprises failed the monitoring because they failed to meet the stipulated standards and requirements, and cancelled the qualification of national key leading enterprises in agricultural industrialization, and accordingly, 112 enterprises such as Beijing Deruntong Agricultural Science and Technology Development Company Limited were replenished as national key leading enterprises in agricultural industrialization (see Attachment 2 for the list). The qualification of qualified and supplemented national key leading enterprises in agricultural industrialization will be valid until the next monitoring results are announced.

It is hoped that the qualified and supplemented national key leading enterprises in agricultural industrialization will cherish the honor, make great efforts, do a good job in “local specialties”, and play an exemplary and leading role in comprehensively promoting the revitalization of the countryside and accelerating the construction of a strong agricultural country. Improve the mechanism of linking with and benefiting farmers, lead the majority of small farmers to integrate into the development of modern agriculture, and let farmers share the value-added benefits of the industry; strengthen scientific and technological innovation, improve the level of technology and equipment, and lead the standardized production, so as to guarantee the stable and safe supply of food and important agricultural products; relying on the characteristics of agricultural and rural resources, expanding the multiple functions of agriculture, tapping into the diversified value of the countryside, and pushing for the upgrading of the whole chain of the rural industry to increase the competitiveness and sustainable development capacity of the market. It will also promote the upgrading of the entire chain of rural industries, enhance market competitiveness and sustainable development capacity, and promote the high-quality development of rural industries.

Relevant departments at all levels should be based on their own responsibilities and functions, and take the cultivation and expansion of leading enterprises in agricultural industrialization as an important hand in comprehensively promoting the revitalization of the countryside, further create more powerful and effective policies and measures, strengthen guidance and services, enhance publicity and promotion, and give full play to the demonstration and leading role of the leading enterprises in order to accelerate the construction of an agricultural powerhouse and provide strong support.
